Bulgaria is part of the European Union customs union, but Norway sits in the European Economic Area outside that union, so household goods travelling from Norway into Bulgaria are an import that has to be declared and cleared. One change to plan around: Bulgaria adopted the euro on 1 January 2026, replacing the lev at the fixed rate of 1.95583 lev to the euro, so prices you meet on arrival are quoted in euros. New goods, vehicles beyond the relief, firearms and certain foods and plant or animal products sit outside the concession or are restricted, so declare everything accurately.
